Plan to link promotion with decentralisation

Civil servants will not be considered for promotion unless they agree to decentralisation under a new plan being prepared by the Department of Finance.

The proposal was made by Eddie Sullivan, the secretary general for the public service in the department, at a meeting of a sub-committee of the Civil Service General Council last week.

Any move to make decentralisation a condition for promotion is likely further to inflame opposition to the project.
