Hospitals will be allocated their budgets on the basis of how many patients they treat under a radical new reform of the system of hospital funding being developed by the Health Service Executive (HSE).

The system will be trialled in Dublin hospitals next year and signals a major shift in funding policy by the HSE, which currently funds hospitals based on historic block grants and a system called Casemix.
