So here’s the coalition’s solution to the problem of its ministers appointing cronies to state boards for political reasons: it is going to adopt rules to make the process more transparent.

It is not the following, more simple solution: stop appointing its cronies to boards. No, no, it is instead to adopt rules to govern the process. Which, as everyone can plainly see, can quite easily be circumvented.
