The partnership talks are trundling on but, to judge by public pronouncements, many of the participants remain blithely unaware of the huge challenges faced by the private sector.

The trade unions insist that a pay freeze is not on the agenda, and the government continues to make soothing noises about wanting to do a deal.

Much of what is being said in public may be posturing, but there are few signs that the much-vaunted partnership...
