Smaller colleges should be encouraged To merge or form alliances, according to a long awaited report on third level education to be published on Tuesday.

The report, a National Strategy for Higher Education, was compiled by a group headed by economist Colin Hunt.

It says that smaller institutions ‘‘lack the scale required to deliver the necessary advances in quality’’ and should be merged to form larger stand-alone institutions.
