The proposal by Dublin City Council (DCC) to review its apartment design standards in the forthcoming City Development Plan has generated a huge amount of public debate.

Understanding the interplay between national guidelines and local standards is difficult even for practitioners, and during this debate it has not always been easy to keep design standards and construction standards separate.
