One-person embassies abroad - such as the one planned to re-open in the Vatican - are fraught with difficulty and suffer from several drawbacks, according to an internal Department of Foreign Affairs report.

They should be ''monitored from the perspective of health and safety, isolated working environment, risk to business objectives and operational capacity", the report finds.
