New income rules for medical card eligibility to be brought in

Income that is not currently taken into account when calculating a person's entitlement to a medical card will be used in a new strategy to reduce the number of under-70s entitled to medical cards in 2013.

Plans being drawn up by the Department of Health will also result in a tightening of the rules on a person's spending that are used when calculating their net income for medical card purposes.
