Speaking to property professionals has revealed a growing divide about whether or not the Building Control (amendment) Regulations 2014 (or BCAR) will be effective or deliver better building results.

What cannot be contested is that buildings will have a more ‘documented’ creation process, because you now need an assigned certifier to carry out various checks along the way. But that doesn’t guarantee better outcomes, and some have referred to it as a paper exercise....
