New figures to be published tomorrow will show that the government substantially undershot its borrowing target for 2012.

Borrowing for last year came in significantly below 8 per cent, using the EU deficit measure, final figures will reveal. This is well below the 8.2 per cent deficit previously estimated for 2012 in the December budget, and should increase confidence that the government will meet its targets for 2013.
