The government could cut planned adjustments in the next two budgets by close to €1 billion and still hit its 2015 borrowing target, new figures to be published this week will show.

They will set the scene for a battle over what should happen in the October budget, with the trade unions demanding an easing of planned pay cuts and the two government parties at odds over their budget priorities.
