Part of Enda Kenny’s commitment when he took office was a performance culture in the cabinet. Ministers who did not shape up and deliver would be moved on, or moved out of cabinet, we were promised. Report cards on individual ministers would be published. The latter commitment was dropped after the first year in government, but the Taoiseach continued to insist that non-performers would be dropped.
