Minister for Justice Michael McDowell is to set a price of €5,000 as a once-off payment for his proposed new continental-style cafe bar licences.

The radical reform of the drinks trade is expected to open up the bar and restaurant market to new investors with limited resources. A standard bar licence currently costs €170,000.
