The Minister for Justice, Michael McDowell, continues to refuse access to Garda files to the families of the victims of the Dublin and Monaghan bombings and of Seamus Ludlow, who was murdered by loyalists connections to British forces, on the basis that the files are 'confidential'. Yet ‘confidential' Garda files can be quoted by the same minister using Dáil privilege and can be quoted on the front page of a newspaper.
