Merkel wants euro zone where rules are followed

German Chancellor Angela Merkel has put forward a concept of a more disciplined euro zone after EU treaty reform.
Speaking to Germany's Bundestag today she said eurobonds were "unthinkable" without fiscal union and stuck by her insistence on the independence of the European Central Bank.
"The government has always made it clear that the debt crisis can't be solved at a single stroke and there are no easy and fast solutions," she said.
