Germany's chancellor Angela Merkel acknowledged that some European countries were reluctant to amend existing EU treaties but said investors wanted to see tougher enforcement on budgets.
She said her focus would remain on changing the treaties as the battle to contain the debt crisis in the euro zone continues.
"It's in all our interests that the EU institutions are strengthened," she said.
