Fianna Fail leader Micheal Martin has warned that the government is creating a ''two-tiered recovery which is increasing the burden on struggling families.

In his televised speech at Fianna Fail's 75th Ard Fheis in Killarney, he said that government taxation policies and spending cuts were allowing some people to move ahead, but others were being left behind.
