Financial markets are divided over whether the European Central Bank will decide to cut rates to a new record low when the governing council has its monthly rate meeting on Thursday.

Worse than expected economic news in Germany this month and poor economic growth in the eurozone generally have led many analysts to conclude a cut is on the cards in the next two months.

But conflicting signals from the currency and interbank borrowing markets...
