A fund which gives more than 20 Irish charities a cut of the National Lottery surplus has been described in the High Court as a compensation fund, not a grant.

Last week, Rehab was granted leave for a judicial review of the decision by the Minister for Justice, Alan Shatter, to wind down the multi-million-euro Charitable Lotteries Fund over three years.
