Planning regulations which restrict permi s s ion for new homes to local people may be unconstitutional, according to a new Law Society report.

The Law Society's law reform committee said that bloodline conditions, which discriminate in favour of local residents and their relatives, were also likely to breach the European Convention on Human Rights, EU law and domestic equality law.
