Unhealthy rivalries
Susan Mitchell (News Focus, 3/11/13) grapples with the spending hierarchies and budgetary vagaries currently prevailing within the statutory governance and delivery of the state's health services. She starts off by asking the perennial chestnut, aka the elusive imponderable ''who is running the Department of Health?'' thus setting herself a well-nigh impossible task of detection or verdict beyond reasonable doubt.
