How our leaders avoid explaining the real reason we're neutra

My family once had a dog who used to hide his head under the bed and assume that, because he couldn't see anyone, nobody could see him, even though his bum was in the air. I often think of him when considering Irish foreign policy, given that it's fair to say that we base many of our external policies on our view under the bed.
