Kenny casts doubts on EU treaty changes

UPDATE: Taoiseach Enda Kenny differed from German Chancellor Angela Merkel on tackling the EU's debt crisis after a high-profile meeting between the leaders in Berlin.

Taoiseach Enda Kenny, after a meeting with German Chancellor Angeal Merkel in Berlin, said any changes to European Union treaties would be "very challenging".

Only the European Central Bank had the capacity to create a "firewall" against financial panic, he said.

Merkel meanwhile said an amended treaty to toughen up rules on deficits would send a good signal to markets. "The euro needs this solidity," she said, adding that the ECB was unable to solve...
