HomeBond, which issues guarantees on newly-built homes, has been told it cannot arbitrate a claim relating to a defective Sligo house after it delayed for more than seven years in dealing with the claim.

The house that Mike and Margo Mitchell bought at Ocean Links, Strandhill, Co Sligo, in 2005 was "seriously defective". Moisture penetration from the balcony led to continued dampness in the ceilings and walls.
