The Irish Defence Forces are facing ‘‘serious operational difficulties’’ caused by the failure to implement the military’s decentralisation programme, confidential documents reveal.

The official headquarters of the army, navy and air corps are now splintered over six separate locations around the country, according to a memo prepared by senior staff at the Department of Defence.
