It says that there have been 28,400 completions or acquisitions under the local authority housing programme and more than 8,700 voluntary housing completions since 2002. About 12,400 units have been completed, it states.

Social and affordable housing requirements in private schemes were introduced in 2000, forcing developers to offer up to 20 per cent of each private development for that purpose.
