Holding back the spam tide

Spam is continuing to irritate us all. Can the law do anything about it ? Neither the EU's Privacy Directive (implemented in Ireland last November), nor the US Federal CAN-SPAM Act, has had any noticeable effect. We need to distinguish between two quite different sorts of spam. The first is the type everyone is used to, the type that is genuinely trying to sell something.
