New government guidelines which will have a radical impact on the nation's multimillion-euro household waste collection services are expected to be announced by environment minister Phil Hogan within weeks.
The Programme for Government contains a commitment to change the market from one in which private collectors compete in an entirely open arena - called side-by-side competition - to one in which the council decides the type of service it wants, called 'competitive tendering'.
