Health is still a ticking timebomb

There was a reason why the Department of Health was hit harder than other big spending departments in the budget. It was because nobody seems to know exactly how the numbers in that department added up. So while easing off on the cuts on social protection yielded a clear political benefit, giving more leeway to health was seen as pouring more money into an unaccountable black hole.
