The government’s policy of community rating in health insurance has been plunged into crisis by the arrival of entrepreneur Sean Quinn in the market.

The acquisition by Quinn of Bupa’s Irish business for an undisclosed sum - estimated to be around €150 million - shouldn’t in itself have caused any great difficulties.
