Health chiefs to decide on deep cuts or phoney' savings

Health chiefs believe that they cannot present detailed service plans for next year without making huge cuts to services more severe than anything the coalition has so far implemented.

They must decide this week whether to continue with what government insiders in both parties are calling ''phoney savings'' in the health budget, or to outline a range of cuts to health services next year.

The HSE must present a service plan for 2014 next week...
