The Irish government is due to appear before the European Court of Justice in Luxembourg on Thursday over allegations that it has breached European law.
The two act ions were brought by the European Commission, which claims that Ireland was wrong to award a contract to An Post for social welfare services and to Dublin City Council to provide emergency ambulance services, without advertising the contracts.
The actions were brought separately in December 2003.
