The Irish government hopes to benefit from a European stimulus plan likely to be discussed by leaders at this week's summit in Brussels. However, government sources conceded that the summit would be dominated by questions about the borrowing costs of Spain and Italy, the weakness of European banks and the survival of the single currency.
