Unnamed sources in the German government have told reporters they are pessimistic that agreement can be reached at this week's EU summit.

One official told Bloomberg news that not all EU members "appreciate the seriousness of the situation".

He said the 17 members of the euro currency might press ahead with EU treaty change alone.
