The former prime minister of Luxembourg was backed by all the heads of government, with the exception of Hungary and Britain, whose prime minister David Cameron led an aggressive, personal and ultimately fruitless bid to block Juncker. As with much in Europe, German chancellor Angela Merkel got her way.
