There are now four countries within the European Union in which ratification of the new fiscal pact is not a certainty, according to a report today in the Financial Times.

The most recent case is the Netherlands, where Labour party members are threatening to vote against it.

In France, opposition leader Francois Hollande has pledged to renegotiate the treaty if elected.
