The budget set for April 7 must strike a difficult balance between setting the public finances back onto a sustainable path and not further depressing economic activity in a significant way. Against the worst international backdrop in decades, the government appears to be shooting at a moving target in trying to hold down the budget deficit. It is vital that, in trying to come up with a cure, the government does not kill off the patient.
