Department of Finance officials had already been sent to Brussels to begin negotiations on Ireland's bailout when several Fianna Fáil ministers and the taoiseach Brian Cowen denied any talks were taking place, according to the second part of an RTE documentary on the Fianna Fáil-Green coalition to be aired tomorrow night.
