Last week, the government finally issued its guidelines for how Irish citizens are expected to behave during the year-long Gathering celebrations. As the guidelines are protected by the Official Secrets Act 2013, only Irish people still living in Ireland are allowed to read them. Everyone else, which includes Irish emigrants, 'foreign types', enemies of the state and Gabriel Byrne, are not permitted to read any further.
