Michael Noonan has a high bar to clear. A little over a month ago, the finance minister announced that the €6.4 billion of discretionary funds remaining in the National Pension Reserve Fund would be absorbed into the Ireland Strategic Investment Fund (ISIF) for use in economic stimulus projects under the guidance of NewERA, the state's new investment oversight body.
