Europe’s new bailout fund, the European Stability Mechanism, was officially inaugurated in Luxembourg this afternoon.

The chairman of the euro zone’s finance ministers’ group Jean-Claude Juncker confirmed that German economist Klaus Regling, the head of the temporary EFSF bailout fund, is to be managing director of the ESM. In 2010 Regling was the author of a major report into the roots of the Irish banking crisis.
