The ESB should withdraw from three generating plants in order to boost competition in the electricity market, according to a government green paper on energy.

The ESB will have to sell or close plants currently generating 1,100 megawatts of energy to reduce its dominance in the wholesale electricity market, as one of a series of sweeping changes put forward for the energy sector.
