British chancellor Alistair Darling is set to use this month’s pre-budget report to ditch Gordon Brown’s ‘‘golden rule’’, which limits spending over an economic cycle.
The report will also get r id of his ‘‘sustainable investment rule’’, which states that the national debt must be kept under 40 per cent of Britain’s GDP, as the chancellor signals a return to Keynesian economics.
