The massive arrears have prompted one local authority, Dun Laoghaire Rathdown County Council, to refer almost 8,800 of its former waste customers to debt collectors.
Dublin City Council has told this newspaper that it is owed more than €11 million in charges, despite having transferred its waste collection service to private firm Greyhound in January.
