The one consistent feature of the Irish health service is the blame game. Everyone with a stake in the system blames someone else for the failures and frustrations that characterise the service.

Therefore, it is no surprise that Liam Doran, general secretary of the Irish Nurses Organisation (INO), the union that represents more than 34,000 nurses and midwives, should have his targets clearly in view.
