Discredited planning system needs sweeping changes

Vacancy levels of up to 20 per cent in residential housing are testament to just how poor our planning system has been

In the Irish property development market, our policy framework has been identified as a clear contributory factor in the major economic crash which is now affecting all of our lives. A largely unregulated property finance industry, combined with a development-led planning process, have contributed to an outcome that is the opposite of sustainable development.

In particular, it is clear that our land zoning and rezoning policies have failed badly, and require replacement.
