Dangerous motorists

I was delighted by the tone of Vincent Browne's column (SBP 21/11/04) and the attitude to the lack of appropriate enforcement. Poor driving standards and sloppy habits sooner or later lead to accidents. Provisional drivers are prohibited from using motorways, but has anyone ever seen or heard of a check for transgressions?
