A former senior civil servant has attacked the ''club culture mentality which allows TDs to decide on the late closing of the Dail bar themselves.

Kieran Coughlan, who was the highest-placed official in Leinster House for 24 years, warned that there were a small number of ''old-school TDs and Senators who did not want Leinster House to be run too independently.
