In a world shaped by the EU treaty, and specifically by the third non-life directive, we would have a very different private health insurance (PHI) market to the one that may now face the consumer.

It would include a newly-privatised VHI. It would also include Bupa Ireland and Vivas, together with at least two other significant insurers.

They would provide PHI and compete on a level-playing field under the direct supervision of the financial regulator.
