Communications minister Eamon Ryan rejected advice from the then sports minister, Martin Cullen, in his move to make rugby matches available free-to-air.
The Sunday Business Post has learned that Cullen, who has since resigned from the Dáil and the cabinet, sent Ryan a formal letter recommending that no changes be made to the list of fixtures that must be shown on free-to-air television.
